User Roles are not Working and User Cannot Login to OTM Version 6.1 (Doc ID 1074798.1)

On OTM Version 6.1, When attempting to create a new User Role and apply it to the new User, the User is unable to log in.

What is working:
Can create or add a new user and apply Admin or Default roles and can log into OTM without error.

-- Steps
The issue can be reproduced at will with the following steps.
1. Create a new User Role
2. Create a new user - assign the new role to the user
3. Attempt to login
