Why Does Reservation Pass With a Warning When Funds Are Available?

Symptoms
You are entering a manual journal entry and it is passing funds reservation with an advisory warning, even though there are sufficient funds in the account.
Budgetary control is turned on for your set of books
(Setup>Financials>Books, then select Budgetary Control Options).
At the summary level (Setup>Accounts>Summary), have funds check level set at Advisory.
At the detail level (Budgets>Define>Organization, Ranges), have funds check level set at Advisory.
Entered the budget to only one detail account that falls within your summary template.
The transaction you are entering does not exceed the budget available.
