Symptoms
Returning shopping cart from punchout to a new supplier site, the following error occurs.

Error Code: 401 Invalid XML Format In Shopping Cart Document
Unable to parse the Shopping Cart XML.

STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:
1. Navigate to punchout site via iProcurement.
2. Place items in cart.
3. Check out of vendor site.
4. Error is thrown returning cart to iProcurement
