R11 R12 PAXACRPT PRC: Refresh Project Summary Amounts Performance Is Slow And Does Not Show Commitment Costs in Project Status Inquiry (PSI) (Doc ID 1075453.1)

Symptoms

Zero commitment costs display in Project Status Inquiry (PSI) after running the PRC: Refresh Project Summary Amount with no parameters entered.  
Expecting commitment costs to display in PSI.

Along with this, experiencing performance issues which could be a cause on why the commitments are not appearing in PSI.

Changes

Upgraded from 11.5.10 to 11.5.10.2 (CU2) with M RUP 4 which is causing poor performance in both PRC: Refresh (and Update) Project Summary Amounts.   Before the upgrade, there were no performance issues with the PRC: Update Project Summary Amounts.  It is unknown if the PRC: Refresh Project Summary Amounts was experiencing performance issues before the upgrade as this is a process that is not normally run.
