12.1 Dispatch Center: Timer Based Refresh Not Working. (Doc ID 1075466.1)

Symptoms

In version 12.1.2 the profile "CSF: Dispatch Center Auto Refresh Period" was introduced to control the refresh of the Dispatch Center-Gantt Chart.  The issue is that despite setting the profile the refresh does not always occur. 

It works if the profile is set at Site, Responsibility, and User level, but not when the value set at Responsibility level is greater than that set at Site, or the value at User level is greater than set at Responsibility level.

For example if the value is set at 1 a Site level, 2 at Responsibility, and 3 at User the form refreshes in 3 minutes.
It also works if the profile is set at Site, and Responsibility levels if the value set at Responsibility level is greater than set at Site.
It does not work if the profile is set only at Site or only at User level.

STEPS

The issue can be reproduced at will with the following steps:
1. As system administrator responsibility, set the profile value for "CSF: Dispatch Center Auto Refresh Period" to 1 at Site level.
2. As Field Service Manager responsibility, navigate to Dispatch Center Form
3. Select all open Tasks
4. Click on scheduling chart
5. Observe the retrieving data NOT appearing on the time interval set.
