Symptoms

QLTPLMDF - QA - Collection Plan Workbench
Defining a collection trigger causes errors:
APP-FND-01016: Routine FDFRKS: Unknown structure ID 0 for flexfield code MCAT with application ID 401

APP-00730: This flexfield has an invalid value set. It may use a special value set that uses an Edit event user exit, and the user exit has failed. If you are using a form on a graphical user interface (GUI) you may have
an invalid value set of a different type, possibly a table-validated value set where the table or view does not exist or where there is an invalid WHERE clause.

Define a trigger for a Quality action plan of type "Wip Inspection" using Name="Item Category"

Navigation Path:
Quality > Setup > Collection Plans
Query or create a Plan with Plan Type=Wip Inspection
Click the Transactions button.
Transaction Description should read 'Move Transactions...'
Create a collection Trigger by entering the following:

Trigger Name="Item Category"
Condition="Equals(=)"
When you click or navigate to the "From" field, an
APP-00730 error is generated.
