Benefits 12.1.1: ICD Cannot Be Managed Via Miscellaneous Enrollment Form (Doc ID 1075482.1)

This problem was found in Oracle EBS Benefits Self Service

When a user attempts to enroll employee in ICD plan through the Miscellaneous form, the plan doesn't appear for enrollment. The employee was able to enroll through Self Service.  The new ICD plans are not shown in Miscellaneous Enrollment form.

The expectation is that the employee should be enrolled in ICD plan through the Miscellaneous form. 

The impact is that users cannot enroll employee through self service.

Steps to reproduce the issue:
The issue can be reproduced at will with the following steps:

1. Login to HRMS Manager responsibility.
2. Go to Miscellaneous form and try to enroll employee in ICD plan.
3. Not able to enroll employee
