INCOIN: Error Message Template_ID or Template Name Specified is not a Valid Template When Item Catalog ID is NULL during Item Import in UPDATE Mode (Doc ID 1076193.1)

Symptoms

On  11.5.10:
The Item Import Program (INCOIN) fails with error message : "The TEMPLATE_ID or TEMPLATE_NAME specified is not a valid template."

The Template is valid. This issue occurs only when Item is associated to an Item Catalog Category in Product Lifecycle Management (PLM) and the catalog group id is NULL in MTL_SYSTEM_ITEMS_INTERFACE during Item Upload in UPDATE Mode. 

The issue can be reproduced at will with the following steps:
1. Inventory > Item > Import

See the below in the log file for the Item Import Program:
