CIP cost is appearing against the project even though the status is Transferred.

Following concurrent programs have been run :

1. PRC: Refresh Project Summary Amounts
2. PRC: Generate Asset Lines for a Single Project
3. PRC: Interface Assets to Oracle Assets

No change after running above programs.

Below query returns no rows:

select * from pa_capital_projects_v
     where cip_cost < 0
     and total_costs = 0;
