Symptoms
When attempting to collect recipe details for a production recipe within OPM, the following error occurs.

MSCPDPW module: Planning Data Pull Worker
Recipe <id> has ZERO step qty
validate_routing returned Invalid for Organization_id <id> routing_id <id> rtg_hdr_location 1fmeff_id <id>
find_routing_header returned Invalid for Organization_id <id> routing_id <id>
For 11.5.10.2 these errors can also present as:
validate_routing returned Invalid for plant code routing_id rtg_hdr_location
find_routing_header returned Invalid for plant code routing_id
and the recipe details are not seen as collected in the ASCP Collections Workbench (process effectivity)
STEPS

The issue can be reproduced at will with the following steps:
1. Run the ASCP Standard Collection, complete refresh
2. view the error in the log file
3. See the recipe details are not collected.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot collect and therefore cannot plan for these products and ingredients.
