External Distance Engine Generates an java.net.ConnectException: Connection timed out error (Doc ID 1077879.1)

Symptoms

This problem will most likely be reported by OTM ( Oracle Transportation Management ) users stating they are not able to build any orders into shipments.

A review of the glog.exception logs will show the following exceptions being generated when OTM is trying to calculate distance using an external distance engine like PCMiler.

Error Exception Connection timed out
