Symptoms
Find that Payment can't be voided as the Payment Status is 'Cleared But Unaccounted'
But the Reconciliation Accounting flag not enabled.
EXPECTED BEHAVIOR

Expect the Payment status should be 'Negotiable'
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Payment
2. Try to Void
3. Payments > Entry > Payments > Void
4. Void Option is not available
