Dispatch Center: Shifts Are Not Created Correctly When Using Different Timezones (Doc ID 1079183.1)

Symptoms

Find that in Dispatch Center, the shift are not generated correctly when different timezones are used. The shifts are one hour shorter.
Expect the shifts to be created correctly, independently of the timezones used.

Steps To Reproduce
1. Following timezones are used:
- Server timezone: GMT
- Client timezone: GMT-5
- Resource timezone: GMT+1
2. Resource shift defined from 00:00 to 23:59.
3. Generate Field Service Trips concurrent program is run starting with 00:00:00.
The shift displayed in Dispatch Center is an hour shorter: starts at 19:00 and ends at 17:59.
