Symptoms

When attempting to process Items through the Import Items (INCOIN) Concurrent Process, the following error occurs.

The issue can be reproduced at will with the following steps:
1. Insert item records into the MTL_SYSTEM_ITEMS_INTERFACE table (MSII)
2. Navigate: Inventory > Items > Import > Import Items
3. Launch Import Items
3. Error occurs in the program log file
