The planned order Sugg Start Date and Sugg Due Date have a longer elapsed time than expected

Find that the Enforce Capacity Constrained ASCP Planned Order Sugg Start Date and Sugg Due Date and the associated Resource Requirements Start Date and End Date are set to a much longer elapsed time (lead time) than expected from the route processing time and the size (quantity) of the planned order.
1. Set up a recipe for a product where the throughput of the route should produce a resource requirement of 'n' hour(s) for a 'standard' quantity of the product.
2. Run the ASCP Standard Collection, complete refresh
3. Run the ASCP ECC plan and see the result in the planner workbench where the planned order Sugg Start and Sugg Due Dates and the Resource Requirements Start Date and End Date do not reflect that of the route. There is a longer elapsed time
