R12: IBY: Format Payment Instruction Output Payment File Extension Option Is Not Functioning Correctly

Symptoms
The Outbound Payment File Extension setup functionality that is available in the Payment Instruction Format subtab of the Update Payment Process Profile screen simply causes the specified extension to be appended to the original file name. So the file names end up formatted like: o25204527.out.txt
Expect that the system would drop the original .out file name extension before appending the new extension.
This condition can cause complications such as when the banking software which must pick up Zengin output files is not able to handle file names formatted like o25204527.out.txt.
