Users Unable To Save Item Changes No Errors Received

This document is for all users of Oracle EBS 11i and R12 and later.
Users are unable to Save updates to a new Item. When trying to apply template, the system asks if the User wants to save the changes but the changes do not apply, there is no error, and the record does not update. If the User chooses 'No', it will just close the form, without update, as expected.
Current form version, INVIDITM.fmb 18.104.22.1681000.18
Expect to be able to save changes.
