OTM: Issue with Incorrect Rate Cost Results - Kewill Integration (Doc ID 1081113.1)

Symptoms

When running RIQ and rating shipments using Kewill, Regulatory Surcharges are not included in the final cost.

For example, Kewill passes the following costs to OTM;

REGULATORY_SURCHG - 128.98
FREIGHT-128.98
FUELCHG-28.98

For a total CALCFREIGHT cost which is 386.94

However, RIQ results shows the total cost as 257.96 (i.e. FREIGHT+FUELCHG).
