Database Upgrades: Clients Upgrading their OTM instance to 11.2.0.4 should review the instructions in the following MOS note to enable the additional grants required for this release.

12c Database

If you encounter problems creating materialized view or if PL/SQL exhibit issues with VPD or data visibility, please install the following database patches.

Bug 20290182 - ORA-12033: Cannot Use Filter Columns From Materialized View Log - Note: This issue would likely be reported when upgrading an FTI instance.
Bug 19013183 - Wrong Results with Context Sensitive VPD Policy in PL/SQL Block

19c Database - Only Supported on 6.4.3

The following error has been reported when trying to log into OTM 6.4.3 after moving to the latest Roll Up Patch available for the 19C database.

java.sql.SQLException: ORA-42804: The operation can disclose rows protected by VPD policy
