Configurator Intermittently Freezes With Error UiCacheManager.getUiInstanceCache: uiInstanceCache (Doc ID 1083400.1)

Symptoms

Oracle Configurator Version: 12.0.1 or later

When multiple users enter sales orders for configurator models and simultaneously press the Configure button on the sales orders form, the system freezes. 

The log shows the following message:
