Clarification of Allow Cross Project Issues Functionality

In PJM Organization Parameters, the check box "Allow Cross Project Issues" is set to yes.
Per Project Manufacturing Implementation Guide (Part No. E13685-02), page 67
A new parameter, Allow Cross Project Issues, has been created to enable cross
project issues between projects which have the same cost group and planning group.
Based on customer testing, project issues only require the same planning group and does
not need the same cost group.
In Project Manufacturing User's Guide and Implementation Guide, there are 4
places that mention this functionality. The first reference above says it needs the same planning group and cost group.
The other 3 references listed below say it only needs the same planning group.
1) Project Manufacturing Implementation Guide (Part No. E13685-02), page 52
Allow Cross Project Issues: Selecting this check box allows you to perform
cross project issues for projects that belong to the same planning group.
2) Project Manufacturing Implementation Guide (Part No. E13685-02), page 68
Cross Project Issue is not allowed if the two projects belong to two
different planning groups.
3) Project Manufacturing User Guide (Part No. E13680-02), page 35
Optionally check Allow Cross Project Issues check box. Check this box to
allow cross project issues for projects belonging to the same planning grouop
in the inventory organization, and to allow cross unit issues based on
Warehouse Management picking rules in a Warehouse Management organization.
Should Allow Cross Project Issues require both same cost group and planning
group or only the same planning group?
