How Can I Force All Times in an XML for an Order to be for a Specific Time Zone and Not to be Treated as if for the Time Zone of the Location?

Goal
When uploading an XML to create an Order Release, the times held in the XML are uploaded and the timezone is set to that of the location.
For example, if 21:00 is uploaded as part of the time and the location is in the USA Eastern Coast, the time in the Order Release will be 21:00 EST. If the XML contains 21:00 for a location in India the time will be 21:00 IST.
Is it possible to have the time in the xml file to be treated as the UTC and when uploaded converted to the local time for the location? For example 13:00 GMT (assuming UTC = GMT) for a location in EST will show in the Order as 08:00 EST.
