Express Receipt Stuck Pending In Rcv_transactions_interface Table in LCM Service Organization (Doc ID 1086801.1)

Symptoms

When attempting to use Express Receipts in LCM as a Service / Black box LCM
organization the following error occurs.

Concurrent program RVCTP returned error
Cause: RVCTP encountered an internal error. Parameters: RVCTP,IMMEDIATE,499,
Action: Note both this error number and the actions you are trying to perform. Contact your system admin
RVTBM-008: Subroutine rvtbm_immediate_mngr() returned error
Cause: Subroutine rvtbm_immediate_mngr() returned an internal error.
Action: Note this error number and the actions you are trying to perform. Contact your syste
RVTBM-120: Subroutine rvtptcontrol() returned error
Cause: Subroutine rvtptcontrol() returned an internal error.
Action: Note this error number and the actions you are trying to perform. Contact your system administrator
Concurrent Manager encountered an error while attempting to start your
immediate concurrent program RVCTP. Routine &ROUTINE received a return code
of failure.


Records are stuck in rcv_transactions_interface with

TRANSACTION_TYPE = RECEIVE
PROCESSING_STATUS_CODE =  PENDING
PROCESSING_MODE_CODE =  IMMEDIATE
PROCESSING_REQUEST_ID = Null
TRANSACTION_STATUS_CODE =  PENDING


The issue can be reproduced at will with the following steps:
1. Setup LCM organization as a ' Service '

(in mtl_parameters table LCM_ENABLED_FLAG = Y
in rcv_parameters table PRE_RECEIVE = N )

2. Create and approve PO with destination organization as LCM enabled as a Service Org. At distribution level, give all details for express receipt.

3. Receive the Items using Express Receipt on RCVRCERC form

In Purchasing Responsibility: Receiving / Receipts
Search for PO
See some lines retrieved
Click on Express button
Click on save
Get a message indicating express receipt is successful:
Total express transactions created: xx

4. The Receiving Transaction Processor Completes in Error.

5. Navigate to Transaction Status Summary form:
     See Records remain stuck in RCV_TRANSACTIONS_INTERFACE with no errors

6. Run Landed Cost Integration Manager program: Receiving is not completing because it is still stuck in Pending Status.

    The issue Only occurs for LCM enabled Organization and only when performing express receipt

    If entering the same receipt on RCVRCERC form without using the Express Functionality, ie with standard submission,RVCTP completes successfully and Running Landed Cost Integration Manager program correctly interfaces receipts to LCM.
