R12 FSG published to Excel opens blank worksheet - no data or formatting.

When Publishing FSG's through Report Manager, the users are receiving a blank worksheet, no data is populating in Excel.
Issue is specific to a few users
When the reports are generated to Excel it opens a blank excel workbook with a single tab labeled "Template".
The HTML and PDF outputs do generate without issue.
Excel 2003 is being used
Impacted users requested to try to publish on a users machine that was not impacted- indicate issue continued for these users even on the other
machine so does not appear to be Excel setup issue.
Generic FSG template is being used.
<Patch 8896045> - R12:FRM: CONSOLIDATED PATCH UPDATE is applied to this instance and issue remains.
Issue is not specific to instance, happens in all instances to these impacted users.
Business Impact - these specific users cannot generate FSG reports via Report Manager to Excel
Workaround - Reports available in other formats - HTML, PDF and via General Ledger as Spreadsheet, XML text - so data is available but not in format desired.
