ERROR
The entity with header id (<HEADER_ID>) generated the following error(s).  The validation of the scheduling hierarchy has failed. Please correct any dependency or constraining relationships first.

STEPS
1. Select a visit with status 'Partially Implemented'
2. Change status to 'Complete'
3. Push to Production raises error.

The issue was originally logged in 12.0.x <Bug 9638599>.   Development then referred to an older <Bug 8966859> wherein the fix is being planned by RUP 12.0.10.   A work-around was provided by Development until the final solution is available.

A similar 12.1.1 <Bug 9462278> also exists, having problem encountered when attempting to Push a 'Partially Implemented' Visit into Production,  identical error message was raised.   CMRO DEV eventually logged an internal EAM Bug 9538333 to investigate this further.  Both these bugs are currently open.
