Signon Password Case Profile Does Not Work (Doc ID 1087519.1)

Goal

The Signon Password Case profile option has been changed (set or unset), but that does not work.
After changing the profile option the apache was bounced. This did not work neither.
The password remains case sensitive/insensitive
