GLPPOS Gives Error8 or EU03 While Trying To Post An Encumbrance Journal (Doc ID 1088965.1)

Symptoms

When attempting to post encumbrance journals, one of the following errors can occur:

ERROR
-----------------------
Error8: Showing unbalanced encumbrance entry without reserve account
or
EU03    This encumbrance journal entry is unbalanced and the Reserve for Encumbrance account is not defined.

Also when run the General Ledger setup diangostic for the Reporting Ledger it shows the Reserve For Encumbrance Account (RFE) is null
Reserve for Encumbrance Account = null (Ccid = null)
