"AC-50480" Error Generating the "listener.ora" File.

Symptoms
AutoConfig fails with the following error while generating the "listener.ora":
AC-50480: Internal error occurred: java.lang.Exception: Error while generating listener.ora.
Error generating tnsnames.ora from the database, temporary tnsnames.ora will be generated using templates
The issue can be reproduced at will with the following steps:
1. Clone.
2. Run AutoConfig.
Changes
Generally, this occurs after a clone, but it can happen during a stand alone AutoConfig session, if the Network Topology tables have been purged.
