Scheduling Holds Cannot Be Applied On Booked So Line (Doc ID 1089103.1)

Symptoms


On : 12.1.2 version, Transaction Control

You cannot enter a second scheduling hold on a booked order.

You get a warning message preventing the hold:
"Hold on workflow activity Line Scheduling is not applicable to this record."

This worked on 10.7,11.0.3 and 11.5.10.2, and 12.0.6, but does not work on 12.1.1 or 12.1.2.

EXPECTED BEHAVIOR

Expect that you could apply a second scheduling hold as you did prior to 12.1.1/12.1.2.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Order Management Super User
2. Created Scheduling hold 
3. Entered sales order
4. Applied scheduling hold: message appears:
"Could not schedule. Line on hold."
5. Query line > Tools > workflow > see line on scheduling hold
6. Order is booked, but not scheduled
7. Apply 'scheduling hold' and get message:
"Hold on workflow activity Line Scheduling is not applicable to this record."

If you apply both scheduling holds PRIOR to booking, it works.
But you cannot apply the second scheduling hold if the order is already booked (not scheduled yet).

Changes

Upgraded from 12.0.6 to 12.1.1 or 12.1.2.
