Cannot Edit Lookup In Application Utilities Lookups (Doc ID 1089533.1)

Symptoms

On : 12.0.4 version, Core HR - General

Cannot edit PHONE_TYPE look up in the Application Utilities Lookups form since access level is user.


Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Navigate to UK Super HRMS Manager: Other Definitions > Application Utilities Lookups screen
2. Search for lookup type 'PHONE_TYPE'

Notice that Access Level is User but the records below cannot be updated (grayed out).
