Goal
Delegation of approval authority can override the configuration of Profile value "Journals: Allow Preparer Approval" when set to "No".
Say person A prepares a journal. Person A is not authorized for self approval and all journals must be approved by the supervisor B.
However, supervisor B has delegated authority to person A.
Currently in this case, person A will be able to approve the journals he prepares himself overriding the actual authorization hierarchy, thus weakening the internal control system.
Journal approval is an important control for SOX. This feature allows users to to self-approve the journals they produce breaking important controls required by SOX.
