Shipping Transaction Form Shows Line With 0 Request Quantity (Doc ID 1090493.1)

Symptoms

Intermittent issue where the Shipping Transaction Form shows the delivery detail line with requested quantity = 0 (zero)

Steps
Created Sales order
Pick released sales order
Organization is WMS enabled, so picked the material using PDA

Then view the shipping transaction form. See additional line created for sales order line 3.1 Actual order line quantity is 1.
However, shipping transaction form has 2 delivery details lines. One line shows requested quantity = 1. Second line shows requested quantity = 0.
You are not able to back order this line as it displays the 0 quantity.  Also, since Org is WMS enabled, cannot enter 0 quantity in the shipping quantity column.

After checking the HTMomse12.sql output for the order, the table WSH_DELIVERY_DETAILS shows 2 lines as below for order line 3.1 :

2494519                 Backorder      1            0
2501293                 Staged           0            1

The above data causes error when attempting to ship confirm:

Error : Delivery xxxxxxx cannot be Ship Confirmed. For more information , click the details button.

Error : The Delivery xxxxxxx contains source line xxxxxxx of source system OE that has zero requested quantity. Please make sure that the total requested quantity of a source line being shipped is always non-zero.
