Why Are You Getting Error "The Citizen Identification Number You Have Entered Is Invalid"?

Goal
When trying to create a new employee, get the following error:
APP-PAY-374600: The Citizen Identification Number you have entered is invalid.
Cause: 1. Incorrect format. You must enter a 15 or 18 digit number. In case of 18-digit number, the
last digit may be an X.
2. Mismatch between date of birth entered and Citizen Identification Number.
3. Mismatch between gender entered and Citizen Identification Number.
4. Incorrect check digit in case of 19 digit Citizen Identification Number.
Example:
Gender: Male
Citizen ID #: xxxxxxxxxxxxxxxxxx (all numeric)
Birth Date: in the format of DD-MON-YYYY
