Where is the Warehouse field on the Quote Header? (Doc ID 1096354.1)

In the Quoting form - In the Quote Header tab, the Shipping Method List of Values (LOV), does not bring in all Shipping Methods. It appears to only bring in Shipping Methods that are assigned to the Master Organization.

How can we change this so that the LOV brings in either all Shipping Methods, or Shipping Methods related to a specific and relevant org?

In comparison, in the Quote Lines tab, there is a warehouse field. Once we fill this in with an org, we can see the Lines Shipping Method LOV bring in ship methods assigned to that org.
Additionally, in the Sales Order Header, there is also a warehouse field, that when the org is filled in, the Shipping Method LOV brings in related ship methods.

Why isn't the Org or Warehouse field available in the Quoting Header section?
