Symptoms

User record was created in System Administrator. Employee record was created in HRMS and assigned to the user record.  Employee record in HRMS shows the setup as Person Type=External (the Action chosen is Create Other with Person Type of External).

When user is in the Projects responsibility and attempts to navigate to Invoice or Revenue Review, receive the 'APP-PA-10925 This user is not yet registered as an employee' error.
