Symptoms

When attempting to define FSG row set, the following error occurs.

ERROR
-----------------------
APP-FND-01564: ORACLE error 1000 in FDFSTS
Cause: FDFSTS failed due to ORA-01000: maximum open cursors exceeded.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login General Ledger responsibility
2. Navigate to Reports > Define > RowSet
3. Define Rows
4. Click on Account Assignments and try to assign.
