6.0: OTM: Fusion Transportation Intelligence (FTI) Dashboard is not accessible (Doc ID 1097488.1)

Client upgraded from v6.0 to v6.1 and are facing the following issue with FTI dashboard. When they navigate to FTI dashboard (Login ---> Select 'Fusion Transportation Intelligence' ---> Select 'Dashboard'), it ends up displaying nothing. It shows the message - 'IE cannot display the webpage'
Client have the Oracle BI (Siebel Analytics) installed on mountpoing /d03. Therein /d03/OracleBI is the BI home and /d03/OracleBIData is the BI Data home. There is the oc4j component available under Oracle BI home (Siebel Analytics root or SA ROOT). When they go to /d03/OracleBI/oc4j_bi/bin and do an './oc4j -start&'. That brings up an oc4j instance. Once, this is done, navigating to FTI Dashboard on the OTM UI works fine and launches the Dashboard. If they stop the oc4j instance, navigating to FTI Dashboard errors out. In essence, when the OTM instance with FTI and SA services have been started a fresh, the FTI Dashboard does not work. Only if they manually start an oc4j instance, it works fine as long as the oc4j instance is running
