"Not Logged In" Message when attemepting to view the Dashboard in OTM (Doc ID 1097944.1)

Symptoms

In OTM 6.1 When attempting to view the Dashboard link in OTM where OBIEE is installed on a Windows 2003 64Bit Server, the following message is received: Not Logged In. When viewing the NQServer.log file, the following errors are seen:

nQSError: 46029 Failed to load the DLL E:\OracleBI\server\Bin\nqsdbgatewayoci10g.dll. Check if 'Oracle OCI 10G' database client is installed.
