Order Headers Stuck In Workflow As Deferred and Workflow Background Program (WFBG) Not Progressing After Upgrade Database to 10.2.0.4.0

Order headers are not closing even though the lines are all closed.
The database was upgraded to 10.2.0.4.0 with no immediate indication of any problems with the workflow.
There is custom workflow on the order header 'Order Flow - Generic' but it has been in place for years without this issue.
STEPS TO REPROUCE
1. Order Management Responsibility
2. Sales Orders > Enter order
3. Enter lines
4. Pick, Ship, Fulfill and close all lines
5. Header is stuck and does not close as expected.
Applied RDBMS patch set 10.2.0.4.0.
