Approved Requistions Go To Autocreate and Delay Before Creating Blanket PO (Doc ID 1100042.1)

Symptoms

On 11.5.10, when a catalog request has been approved, the approved requisition will be sent to AutoCreate where it stays for a few minutes and then is removed automatically to create a Blanket Release Order. Due to the delay, users are not aware it's in AutoCreate and duplicate the Requisition.

Expected Behavior

An approved catalog requisition would never go to AutoCreate, it would instead take a few seconds to generate a Blanket Release Purchase Order.

Steps To Reproduce

1. Log in as Requester and access iProcurement.
2. Create catalog requisition.
3. Requisition approved by Approver.
4. Requisition goes to AutoCreate and remains there for up to an hour before it creates a Blanket Release.
