Kewill Rating : Zero Cost Returned when Rating Shipments Carried by BAX (Doc ID 1102444.1)

Symptoms

On OTM Version 6.0.3, When running an RIQ for BAX rates, a cost is returned but the following
warning message was seen in the log:

Special arrangements must be made with the BAX service representative before
shipping.Special arrangements must be made with the BAX service
representative before shipping.Package is oversize for labeling.
After the message a value of 0 was returned.
Accordingly when bulk planning order releases ( same source-destination) one consolidated shipment is created using BAX as service provider. Shipment cost details shows 0$ (base cost)

EXPECTED BEHAVIOR
-----------------------
Expect it to have failed to returned a valid rate based on the warning message
and the value of 0.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run RIQ for BAX Rates
2. Inspect log
3. Attempt to bulk plan order releases with same Source and Destination, the resulting shipment cost is zero
