Unable To Bring Up Actions Pane when Using Internet Explorer Version 8 (Doc ID 1102684.1)

Symptoms

On OTM Version 5.5.04.01, An user who is using Internet Explorer browser version 8,  when trying to access the action pane (when selecting a shipment in the shipment manager, then Clicking on "Actions button), the following error occurs.

ERROR

An IE error (yellow triangle with exclamation mark inside) shows in the left corner pane in IE browser, once clicked on one gets an error saying 'actionIWin' is null or not an object

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to shipment manager
2. Do a blank search
3. on the resulting screen, select a shipment then click on Actions button
4. reported IE error shows in the left corner, and no actions pane shows
