Customer Form, Address Issue: Unable To Create An Account Site Using An Existing Address

The Oracle Receivables User Guide Page 7-34 says:
To create an account site using an existing address:
Navigate to the Create Account Site page.
Select an address for the account site.
Enter account site details and business purposes.
When you click the Create Site button, you are directed to the create account site form, which for most customers, displays no addresses. Based on the user guide, you expected all addresses to display there and you are able to create a new address from any of these. Since no addresses are displayed, you have to click the Create Address button (which is now one additional step) to create another address, which is usually very similar to the existing addresses.
You expect all addresses for the customer to be displayed on this form. In addition, the search criteria should be expanded as well to identify the address to be copied.
