R12: AP: Send Separate Remittance Advice Errors With Xdodelivery.Cfg Does Not Exist (Doc ID 1104263.1)

Symptoms

When attempting to send remittance advices along with making payment to supplier, the following error occurs.

STEPS
The issue can be reproduced at will with the following steps:
1. Create a payment to an invoice
2. The file xdodelivery.cfg file does exist in the system, but error message in the log file $XDO_TOP/resource/xdodelivery.cfg does not exist
