Regular Salary Proration is Incorrect for Employee with Part Time Work Schedule

Find that an employee that was provided with a prorated salary change, has the incorrect number of hours being calculated and reported on their Statement of Earnings.

The hours that were calculated for the week was 49.2 hours. This does not match to what is expected (26 hours for week 1 at old rate) + (8 hours in old rate) + (18 hours in new rate).  This is so since the salary update was made on a Tuesday and the work schedule is M-Tu-W-Th-F 8-8-0-5-5 and assuming system would take the 8 hours of Tuesday in the new rate. The old rate is 16.2959 and new rate is 16.9555.

The issue can be reproduced at will with the following steps:
1. Provide a salary change via the salary admin form, for the current payroll period, where the employee is on an hourly rate
2. Run Quick Pay
3. Check the SOE to confirm the number of hours and payments made.
