Isupport Attributes do Not Display for Some Service Requests in iSupport

Why is it that for a particular SR that is logged in I-support, some attributes do not appear in cug_incidnt_attr_vals_vl. If the same SR is logged using the Contact Center screen (CSXSRISR form ) it works fine.
