When No Change is Made to the Enrollment of the Dependent on Subsequent Life Events, Should Certifications Be Triggered?

Goal
When subsequent life events are processed, and no change is made to the enrollment of the dependent, should certifications be triggered?
The issue can be reproduced at will with the following steps:
1) Create Potential life event "Birth of a Child".
2) Process the life event.
3) Access the enrollment form and elect a medical plan for Employee + Child(ren).
4) Designate the new child.
Certification is created, enrollment is suspended as expected.
5) Update the received date in the Certification Window.
Enrollment is unsuspended as expected.
6) Close the Enrollment.
7) Create another life event "Newborn Certification (after 6 months)".
9) Go to Non Flex Screen save and go to dependent designation screen.
Certifications are not created for this second life event and enrollment is not in suspended mode.
