Symptoms
On 12.0.6 in Production:
Value on All inventories value report isn't reconciled with the GL as of 31-AUG-09. After analysing and reconciling between this report and period close reconciliation report (which fits to GL Balance) see that there are few items that shows 0 cost instead of showing a cost.

The issue can be reproduced at will with the following steps:
1. Run All Inventories Report as of 31-Aug-09.
