Receive Error 'No Organizations Are Currently Defined' When Attempting To Open Oracle Inventory Forms (Doc ID 1116665.1)

Symptoms

When attempting to open any Oracle Inventory form, the following error occurs and the form does not open.

"No organizations are currently defined."

-- Steps
(it is just an example)
Select your Inventory responsibility
Navigate to Transactions : Subinventory Transfer
See the form does not open and the reported error is raised instead

Changes

The issue has been reported in the following context but it is just an example, the issue is more general:
When creating a new responsibility, the profile 'MO: Operating Unit' was modified by setting it at site level instead of responsibility level, ie the existing settings at responsibility level were removed. (to make things easier to maintain)
