"Please Enter Both The Start Date And The End Date." On Saving The SR After Owner Change (Doc ID 1119499.1)

Find that after Applying <Patch 9489748>, The planned end date for task clears automatically when trying to save the SR displaying the Error: "Please enter both the start date and the end date."

Work Around: none. The Error persists even after the agent enters new end date and tries to save again.

Steps to reproduce:
1. (R) Service > (N) Find Service Request > Query a service request with task that has Planned Start and End Dates.
2. Change the Task Owner > this leads to the planned End Date mandatory field clearing automatically and forcing the agent to enter a new planned end date. > Saving leads to the Error.
